Proposal : Change Of Use For Expenses Fund

Dear Friends,

A suggestion has come up from some Ludhiana petitioners. Please reply in comments section of this post in 5 days with your views. With no objections, proposal will be adopted.

The suggestion is as follows
  • Use of expense fund be changed from "only court related travels" to "all travels undertaken for the benifit of cause of computer guest faculty"
  • Transfer of fund from Mr.Harmaneet Singhs account to Ms.Maninder's account from Govt. College For Women, Ludhiana for purpose of fund management.
I invite all contributors of this fund to raise any objections or air views to this effect.
  • It is best to post objections/views as comments under this post. So that everyone should read it openly.
  • Views may also be sent to computerguestfaculty@gmail.com.
As a member myself, i have thought on the matter and came up with some points that I leave for your consideration
  1. Who will take final decision about withdrawal of amount from account?
  2. If I decide to take a travel initiative towards the common cause who will decide if spending is justifiable or not?
  3. What is amount is right? Can I get AC train expense? or Bus only? Or Taxi?
  4. Whats maximum number of travelers that our ComputerGuestFaculty can fund? If supposing 12 people decide to go from a college, thinking of "common good", then how many shall be paid?
  5. Expense account is small. Nothing in comparison to high cost of today. It will not last very long. What/How will me manage after that?
  6. I have no reason to choose either Mr.Harmaneet Singh or Ms.Maninder, one over the other. If change should be made , it has to be for reason.

Letters from DPI 2005-06

An important document from DPI site has been added to side panel of important documents.
These letters are also available on DPI Colleges, Punjab website. I am providing a copy here only because the DPI link may or may not work sometimes.

The letter is of interest to every guest faculty (computers and others as well) who fear for security of their jobs. As is clear from the content of letters, the ruling of Honourable High Court is in our favour. Also, DPI's words are important where they say "ਇਨ ਬਿਨ ਪਾਲਣਾ ਕੀਤੀ ਜਾਵੇ" . Salient points are
  •  Once guest faculty is employed, the same person should be re-employed as and when required according to the ruling of the Honourable High Court and also instructions of DPI.
  • You are bound to work for 40 hours (Rs.175/hour X 40 hours = Rs. 7000.)  only. Any extra work you do is obligatory and not required by law.
  •  Scheme of work is to be given by college to guest faculty in advance.

Any college threatening to terminate the services of guest faculty on session basis is going against the instructions and is not only a fit case of contempt of court but contempt of DPI also.

Hijacked Sincerity : A Sorry case

Dear Friends,

In this troubled and critical time guest faculty has painfully learnt to hudle with each other. In spite of financial  and personal complusions they have all come from far and wide, cutting accross frivolus govt "categories" of covered and uncovered, PTA and "PTA-self finance", eligible and non-eligible staff. The single hope they have in their mind is to get acceptence and credit for the many years of underpaid work they have done for the Govt. of Punjab. Ofcourse, they came together on calls of unity given by few leading friends who assured that their plight and demands will be taken to the right ears. Sadly this has not happened and cause and the majority of members are being taken for a blind ride. The end of this ride may be in favour of a few and majority may end up being used as "cheap crowd" to impress their leaders.

After assurances of transprency and full and proper communiction by our "leading members", there is enough going on behind the scene to create doubt. Rumors that are doing rounds are : "Only covered posts will get "pakke" and self-finance staff will be left as they are". While the onus of clearing the air on this issue was on our "leading members", who bekoned us to gather and contribute  with both money and time, nothing concrete has been heard so far.

Another rumor says about supposed meetings being held with "recruitment and screening" commitee members of Govt. Of Punjab. Again, their is absolute silence about them by "leading members". While there is a talk about  forming a three to five member "representative" panel to talk to these govt. nominees, no clarity is there as to the constituent members of this representative panel. If the members who have contributed their efforts dont have a say, a lot remains to be understood about the validity of  this "representative-panel".

Situation is sad. The final few days of hope remain. Lack of clarity and presure from family, society and instutions is bending the back of all guest faculty members alike. No bias should be made in getting regularization of services, be it "self-financed" or "un-covered" or "in-eligible". All members should get permanence of service and credit of so many years of work done for the govt. Representative panel should have one member of every "category" of faculty.

There are around 220 posts of covered guest faculty. The total number of guest faculty is around 600. May it not be that 220 get "pakki naukri" and rest 380 feel cheated. After all it is not their fault on which post college put them. They have come to this job through the same procdure of recruitment as "covered" post staff. Even some have better qualifications.

Need is to remain vigilant and not "get used". Ask questions and try to find facts. A day of results is very near. Your actions can mean a job, and happy prosperous life.

1000 Visitors

Meeting Successful

Dear Frieds, as decided earlier, meeting between all guestfaculty of Amritsar Node was held today. Main points the came out of the meet were as follows.
  1. Thanks to Minister of Education Mr.Sewa Singh Sekhwan, the movement of heading in a very fruitful direction.He has himself assured consent and action. Hopefuly, good news should come in one month time.
  2. Mr. Sekhwan is interested in giving permanence to all guest faculty rather than just 21,600 basic and 12 month service continuty.
  3. According to confirmed communications with DPI, Chandigarh, this process for recruitment is underway.
  4. A govt panel has been formulated already to look into the classification of all guest faculty based on qualification details already sent by your colleges.
  5. Eligible candidates will be given permanence with immediate effect. Non-eligible will be given time to complete eligibility.
  6. In all probability, data of the guest faculty will again be demanded from the colleges when we get closer to the finalization. It is important to send data for all years and not just single year of service record.
  7. According to service rules 2011, there is a clause that new appointment will be given basic pay for the first 3 years of service. The rules does not apply to employees working already from past 3 years and above. It pertains to freshers only. Further clarrification on the issue is awaited.
  8. We are in final phase. There is now a need to continously meet and remind the ministry of our demands including Education Minister and Chief Minister.
  9. A meeting at village Sekhwan will now be held to thank the Education Minister for his positive response and re-iterate our demands. Later the same agenda may be taken to Chief Minister S.Parkash Singh Badal.
  10. An amount of Rs.500 was collected and deposited with one member. This is to be used for any expense arising out of the movement in the coming days.
  11. Date and time will be fixed for Sekhwan Meet and comunnicated atleast 3 days in advance. 100% participation is to be gauranteed as this is the last ditch effort to get a permanent job. Few numbers may leave the ministry un-impressed and our cause may be lost.
